What is Medical Cannabidiol?

Cannabidiol (CBD) is the name of one type of cannabinoid found in the plant Cannabis sativa L. or Cannabis indica. CBD and other cannabinoids attach themselves to certain receptors in the human body to produce effects. 

CBD and THC

Research has shown that THC is more effective when combined with CBD. CBD can be used alone or combined with THC. CBD allows THC to be more effective with a decrease in potential adverse effects such has psychoactive activity.

Research has shown the way CBD and other cannabinoids act in the body may have therapeutically useful effects on patients, including:

  • Anti-Seizure
  • Antioxidant
  • Neuroprotective
  • Anti-inflammatory
  • Analgesic
  • Anti-tumor
  • Anti-psychotic
  • Anti-anxiety

Iowa and Medical Cannabidiol

Signed into effect May 12, 2017, House File 524 established Iowa Code chapter 124E, the Medical Cannabidiol Act, allowing for the use of medical cannabidiol to treat certain debilitating medical conditions. 

Under this law, to possess and use medical cannabidiol, you must apply for a Medical Cannabidiol Registration Card. Two categories of persons are eligible to apply for a Medical Cannabidiol Registration Card in Iowa: 

  • Patients age 18 and older who have at least one of the qualifying debilitating medical conditions; and
  • Primary caregivers for patients who have at least one of the qualifying debilitating medical conditions

Qualifying Debilitating Medical Conditions Approved in Iowa

  • Cancer (severe or chronic pain, nausea or severe vomiting, cachexia or severe wasting)
  • Multiple sclerosis with severe and persistent muscle spasms
  • Seizures
  • AIDS or HIV (as defined in Iowa Code, section 141A1)
  • Crohn’s disease
  • Amyotrophic lateral sclerosis (ALS)
  • Untreatable pain
  • Any terminal illness with probable life expectancy of under one year
  • Parkinson’s disease

How to Obtain a Medical Cannabidiol Registration Card:

  1. Patient has a qualifying debilitating medical condition.
  2. Patient takes application from the Iowa Department of Public Health (IDPH) to health care practitioner, who certifies patient's condition. Applications can be found here: https://idph.iowa.gov/mcarcp/how-to-apply
  3. Patient files the completed application with IDPH and provides IDPH with proof of ID and payment. Approved patients will be added to the IDPH's patient registry.
  4. Approved patients then obtain their physical cards from the Iowa Department of Transportation.
  5. As of December 1, 2018, approved patients may obtain medical cannabidiol at any dispensary in the state of Iowa. There will be five dispensaries in Iowa, Windsor Heights, Sioux City, Waterloo, Davenport and Council Bluffs.
